In the battle against excessive regulation, there wasn’t much for bankers to celebrate this week.  However, the Federal Reserve, FDIC and OCC were kind enough to confirm that seismic shifts in capital requirements, risk weighting and other Basel III-based proposed regulations will not be become effective on January 1, 2013, as originally proposed in their June notices of proposed rulemaking.  The United States has plenty of company in the international community.  As the Basel Committee on Banking Supervision recently published in its Report to G20 Finance Ministers and Central Bank Governors on Basel III Implementation, only 8 of the 27 member countries on the committee have issued final regulations.  It remains to be seen what the agencies intend to do following the election and the barrage of comments from banks, industry organizations, state regulators and senators, or whether they will provide meaningful advance notice to the industry to before final rules become effective.
